This is the same damage as a 3rd level magic missile targeting a single target. It just makes it effectively AOE. It would be worse than using magic missile for single target using the twitter ruling (min damage with it is 28, max damage for Cone of MM's 5d4+5+Int is 30). Actually, I bet Improved Magic Missile is the oldest homebrew spell in existence. Look at this, a newsgroup message from 1984 (yes, 23 years ago!) (a few more new mage spells) The one thing you have to understand about Magic Missile is, that its main purpose is not so much dealing damage. Other spells are better at that. Cody casts magic missile with a 9th level slot selecting Tessa as the target for every missile. Tessa takes extra damage from Fury of the Small. When you damage a creature with an attack or a spell and the creature's size is larger than yours, you can cause the attack or spell to deal extra damage to the creature. The extra damage equals your level.

The missile strikes unerringly, even if the target is in melee combat or has less than total cover or total concealment. Specific parts of a creature can’t be singled out. Inanimate objects are not damaged by the spell.
So while magic missile is a great damage options, Burning Hands has very similar damage (save for half, so some dmg is guaranteed) on a decent AoE. This should ensure that most enemies in the room are one hit away from dying, allowing your party to finish everyone without taking much damage.
For every two caster levels beyond 1st, you gain an additional missile—two at 3rd level, three at 5th, four at 7th, and the maximum of five missiles at 9th level or higher. If you shoot multiple missiles, you can have them strike a single creature or several creatures. A single missile can strike only one creature. You must designate targets before you check for spell resistance or roll damage.
